Plaintiff Janet Howard filed a similar complaint in 1995 with the Equal Employment Opportunity Commission. That case is still pending after 10 years. Howard, an export compliance specialist who has worked for the agency since 1983, said she has routinely been denied promotions as white colleagues work their way through the department ranks. Usually the only way you can get promoted is by filing an EEO complaint and once you file that complaint your career is over, Howard said of black workers at Commerce. The retaliation is real and it s very painful. Commerce spokesman Nelson had no comment on the pending administrative case. The em Zqmt Gas prices above $4 a gallon in six states, DC
